[encoding] windows clients using unicode can't see / send readable messages

Description

when using miranda (unicode) and licq (utf8) both sides can't see the sent characters if they are not ascii. sometimes even the whole line containing a special character (äüöß) can't be seen. only an empty line appears.

As for me it works with all clients but ICQ6(?). If i set encoding to utf8 i understand what they write (in russian) but they don't understand me. And if i set cp1251 i don't understand them, but they understand me...
