-b option do not work correctly

Which version are you using? If it isn't the latest, could you please try that? (Get it from LicqDownload)

Can you provide more details? Is .licq1 a fresh directory or was licq previously installed in there? You can always run

licq -b .licq1 -I

to force initialization.
