licq still does not seem to support fetching away messages from icq6 clients. icq6 does not recieve an away message from licq either.
Other unofficial clients have/had this problem, too. I've found a gaim/pidgin ticket regarding this issue where it says:
I read somewhere that icq6 retrieves away messages directly from the other client, but the latter should support this. The old way was each client submitting its away message to the server and whoever is interested, gets it from there.
Currently Pidgin supports only the old way, and ignores these new requests from ICQ6 clients, so they can't see our away message.

Sending away messages this way should already be implemented since you can script away messages. The gaim/pidgin devs managed to fix this bug. Here's their patch, I hope it helps you in some way.
