There is no function to add the user to the list on a permament basis.

And i can´t send a not added user any message they will be send but not receive.

only tested with icq2003b.

(In [4860]) Add a way to save the user's in the "Not In List" to the normal list. Will need some GUI hooks in the qt-gui. See #724 for more details.
